Hi - I recently purchased the ENC300 for use with EZR robot wheel kit and the Motion Mind controller. While the controller and the motor seem to work fine, when I look at the encoder output on a scope, all I see is a flat 2V signal on one channel and 0V on the other, regardless of the motor speed. Could it be a broken encoder?

Could be. You can send it back for a replacement. You might want to take the cover off and verify that it's assembled correctly. Other than that the best I can do is replace the unit for you.
